Аn active member of the “Humanitarian Policy” working group of the Crimean Platform Expert Network.
D.Pidhorna used to work as a lawyer at the NGO “Regional Center for Human Rights” and joined the Working group on protecting cultural property of the Interagency Commission on the Application and Implementation of International Humanitarian Law in Ukraine and the Interagency working group to develop, coordinate, and implement joint measures to prevent and detect criminal offenses against cultural values, created by the Prosecutor’s Office of the Autonomous Republic Crimea and the city of Sevastopol.
The fields of expertise of Ms. Pidhorna are the following:
* Documentation of Cultural Heritage Law Violations: systematizing and analyzing the destruction of cultural heritage sites, illicit archaeological excavations, and the illegal transfer of cultural property in occupied territories; providing legal justification and developing proposals for their criminalization.
* Institutional Cooperation with Law Enforcement: facilitating strategic interaction with national law enforcement agencies to ensure accountability for crimes against cultural heritage (contributed to the initiation of over 20 criminal proceedings at the national level).
* Development of Legal Reparation Mechanisms: formulating strategies and legal instruments for the restitution and compensation of damage caused to cultural property as a result of armed conflict.
* Modeling Transitional Justice Policies in Ukraine: designing reintegration and reconciliation strategies through culture and education, employing a victim-centered approach to enhance regional and national security.
* Research in Public History and Memory Policies: analyzing the activities of Truth and Reconciliation Commissions as mechanisms for transforming collective memory and decolonizing national historical narratives.
* Methodological Support for Cultural Property Protection: developing standards for crime documentation and designing specialized educational programs for the law enforcement and defense sectors.
